Djibouti is located in the Horn of Africa on the Gulf of Aden and the Bab-el-Mandeb, at the southern entrance to the Red Sea. Djibouti is surrounded by the Indian Ocean to the east and is bordered by Somalia to the south, by Ethiopia to the south and west, by Eritrea to the north

From June 15, 2023, DJIBOUTI PORTS and FREE ZONE AUTHORITY announce the obligation for all import/export cargo to be accompanied by the Cargo Tracking Note (CTN).

Any shipment without CTN will be penalized by local authorities .

On 15/06/2023, the ECTN became mandatory for this destination at the loading port. The ECTN number must be stated on the consignment note.

From 7 January 2024, it will be mandatory to include the ECTN number on the consignment note for all goods entering the ports of Djibouti.

Since March 18, 2024, an ECTN certificate is mandatory for all shipments to Djibouti, including shipments later destined for the Djibouti Free Zone.

  • Cognossement (B / L original required for validation)
  • Commercial invoice: currency must be stated in $ or €.
  • Transport invoice in the same currency (not necessary if the transport costs are stated on the commercial invoice)

Additional information

  • The ECTN must be obtained from the port of loading and the ECTN number must be on each supporting bill of lading and the manifest of the shipping company.
  • Once the ECTN document concept has been approved, we can submit the ECTN document for pre-validation to get the ECTN number. This number can be sent to the shipping company to obtain the required BL number.
  • A pre-validated ECTN document must be completed and validated within 5 working days. If not, the ECTN will be canceled. All costs are for the account of the applicant.

Procedure

  • Submit the required documents online or by email.
  • Usually you will receive the design of the ECTN and an invoice the same day.
  • Once your payment has been received and you have approved the project, you will receive the validated CTN certificate by email.

Timeline

  • The CTN certificate must be validated before the ship arrives.
  • The process can usually be completed within 24 hours of receipt of payment and obtaining all documents.

Penalties

  • Goods arriving at the landing port without ECTN risk fines and fines.
  • Shipping companies are obliged to include the unique ECTN number in the bill of lading and freight manifest.
  • If you do not do this, there will be fines or fines.
